This is the package’s consolidated record of every standard, regulation and verification framework it relies on: the current edition, what each one was consolidated from, what it governs, which package parts it lands in, and where it can be read free. Every other chapter takes its editions from this map. Edition years are as of 2026-10-22; confirm chapter and clause numbers against the published text.
NFPA standards are voluntary consensus standards; in Canada they bind only where a regulation, by-law, collective agreement or policy adopts them (NFPA 1550, 2024). Every NFPA document can be read free, read-only, after registration on nfpa.org; printing and download require purchase. The consolidation column maps older citations in policies, by-laws and collective agreements to the current document.

Legacy documents still named in some fire-service regulations and in older department documents, and where their content now lives: NFPA 1971, 1981, 1982 in 1970; 1851 and 1852 in 1850; 1983 and 1858 in 2500; 1914 in 1911 and now 1910; 1931 and 1932, with the hose and appliance standards 1961 to 1965, in 1930 (NFPA 1930, 2024); 1001 and 1002 in 1010; 1500, 1521 and 1561 in 1550 (NFPA 1550, 2024); 1581 to 1584 in 1580 (NFPA 1580, 2025); 1404, 1407 and 1408 in 1400 (NFPA 1400, 2026). Which editions each jurisdiction’s rules still name is on J12 Fire Service OHS Rules and Fireground Operations. No NFPA fire-service operations standard specific to EV or lithium-ion incidents was confirmed; NFPA 855 governs stationary storage installations (NFPA 855, 2026) and an NFPA 800 battery safety code project exists without a confirmed issued edition. The package treats EV and lithium-ion as a procedure topic under the NFPA 1550 risk management plan.
“Free View Access” means the standard is readable free, in the browser, through CSA Communities because an OHS regulation references it (CSA Group, n.d.). Which standards a regulation references differs by jurisdiction, so the column reads “Where referenced” and links the topic page that lists each jurisdiction’s editions. ISO documents are never free beyond the preview. Reaffirmation years are shown as R20xx.

Provincial and territorial law (occupational health and safety, workers’ compensation, fire services, traffic and privacy) differs by jurisdiction, so this book cites it only in Part 10. The 00 Jurisdiction Index lists the topic pages, each of which sets out every jurisdiction’s requirement on one subject side by side, and links the jurisdiction packs, which collect one province’s or territory’s sections in one place. The other chapters state each legal duty generically, link the topic page and list the topics they rely on in a “Jurisdiction requirements” table. Fire-service-specific OHS rules exist in only some jurisdictions; the package uses the most developed of them, a firefighting part of one provincial OHS regulation and a set of firefighter guidance notes written with a provincial advisory committee (MLITSD, n.d.), as benchmarks where a department’s own jurisdiction is silent (J12 Fire Service OHS Rules and Fireground Operations).

The 10th edition of the Fire and Emergency Service Self-Assessment Manual (approved 2019) remains in effect for agencies appearing before the Commission until summer 2026; agencies appearing from spring 2027 are accredited under the 11th edition, approved by CFAI in November 2024 and the CPSE board in December 2024 and announced 2025-01-15, with materials released through 2025 (CPSE, 2025). The 11th edition keeps 11 categories, reduces redundancy, adds criteria for EMS transport and public information, expands firefighter mental health and wellness, labour-management interaction and PPE policy expectations. The package is built to the 11th edition’s intent and keeps the 10th edition crosswalk below, because most Canadian accredited agencies’ current documents are 10th edition.
Structure. Eleven categories, lettered criteria, numbered performance indicators; a subset are core competencies (CC) that must all be met; others are expected, with a plan tolerated for “not met”. Each indicator is answered as description, appraisal, plan and references, verified by a peer team on site; rating is met or not met with no score; accreditation runs five years with annual compliance reports (CPSE, 2019). The package borrows the four-part answer template for every checklist item, treats all 18 Category 11 indicators as mandatory (only three, 11A.5, 11B.1 and 11B.6, are core competencies in the 10th edition), and uses the critical task and effective response force logic of 2C.4 as the bridge between deployment and safety (02 Audit Checklist Master Index).

The national standard defines three steps (required training, implementation, verification by audit) and 14 elements: 1 safety and health policy; 2 hazard assessment, analysis and control; 3 safe work practices; 4 safe job procedures; 5 company safety rules; 6 PPE; 7 preventive maintenance; 8 training and communication; 9 inspections; 10 incident investigation and reporting; 11 emergency preparedness; 12 statistics, records and documentation; 13 legislation; 14 procurement and contractor management, plus a provincial supplement. Each element needs a written policy and procedure with roles, worker participation, communication, trained parties and an effectiveness evaluation. Pass is 80 percent overall and 50 percent per element, verified by documentation, observation and interview; certification is valid up to three years with an external audit in year one and internal audits in years two and three (CFCSA, 2021). Certifying partners and instruments differ by province: Alberta’s and British Columbia’s municipal safety associations certify municipalities, Ontario’s IHSA ran a 19-element version under its 2017 guideline, since streamlined as COR 2020, and elsewhere the only certifying partner may be construction-oriented, with no municipal partner (AMHSA, n.d.; BCMSA, n.d.; IHSA, 2017). Each jurisdiction’s options are on J36 External Verification and Funding. The package’s checklist scores map one to one onto the 14 elements so a department can walk into any COR audit without re-mapping.
Some workers’ compensation boards run their own certification: a board-approved auditor certifies the employer’s injury prevention and return-to-work programs, valid one to three years and open to any sector. Where no municipal COR partner exists, it is often the realistic external check, though any premium rebate may be limited to certain industries (J36 External Verification and Funding; J33 Return to Work, Accommodation and Hours of Work). Where the department’s board offers one, the package’s triennial external verification names it as the default (01 Audit Program).
Certification through an accredited registrar: a readiness review, an implementation audit, a certificate valid three years with annual surveillance and recertification in year three. Internal audit at planned intervals with objectivity and impartiality (cl. 9.2); management review with the defined inputs and outputs (cl. 9.3); nonconformities graded major, minor or opportunity for improvement by the organization’s own definitions under ISO 19011 (ISO 45001:2018; ISO 19011:2026). The package’s audit program adopts the 19011 skeleton and the 45001 management review agenda whether or not the department ever certifies. Its findings, like every deficiency in the package, are rated on the one priority scale: a major nonconformity is P1 (Imminent) or P2 (Serious) by risk, a minor nonconformity P3 (Moderate) and an opportunity for improvement P4 (Improvement), each closed in the Corrective Action Register.
For each package program and governance element: the NFPA chapter or document, the CSA or ISO clause, the CFAI criterion, the element of a statutory written OHS program it answers, and the COR element. NFPA 1550 chapter numbers follow the 2024 edition as its revision reports set them out; confirm each against the published text (NFPA 1550, 2024). ISO clause numbers are from ISO 45001:2018. CFAI numbers are 10th edition (CPSE, 2019). The program elements are named generically, as they recur in every jurisdiction that lists them; each jurisdiction’s own list, with its section numbers and its size threshold, is on J03 OHS Policy and Program. COR elements per the national standard (CFCSA, 2021).

Consolidations and corrections to watch for, recorded so no note in the package repeats an outdated citation:
- NFPA 1400 (2026) absorbed NFPA 1407 (RIC training) and 1408 (thermal imager training), along with 1402, 1403, 1404, 1410 and 1451. Cite 1400 for training safety, RIC training and respiratory protection training (NFPA 1400, 2026).
- NFPA 1585 (2025) is exposure and contamination control, a new first-time document; it is not infection control. Infection control (former 1581) is in NFPA 1580 (2025) (NFPA 1585, 2025; NFPA 1580, 2025).
- NFPA 1580 (2025) holds 1581, 1582, 1583 and 1584. NFPA 1550 (2024) still cites 1582 chapters 6, 7 and 9 because 1580 post-dates it; translate when citing (NFPA 1580, 2025; NFPA 1550, 2024).
- NFPA 1950 (2025) holds 1951, 1977 and 1999; NFPA 1955 (2025) holds 1952 and 1953 (NFPA 1950, 2025; NFPA 1955, 2025).
- NFPA 1910 (2024) holds 1911, 1912, 1925 and 1071; 1925 is not in 1900. NFPA 1914 and 1915 had already folded into 1911 in 2007, so a regulation that still names “NFPA 1914” reads as 1910 (NFPA 1910, 2024); see J15 Equipment Inspection, Ladders and Aerial Devices.
- NFPA 1970 (2025) holds 1971, 1975, 1981 and 1982; products certified to the old editions had a 12-month shipping window after 2024-09-18; specifications cite 1970 (NFPA 1970, 2025).
- NFPA 1850 (2026) holds 1851 and 1852; 1858 (rope care) went to 2500, not 1850 (NFPA 1850, 2026; NFPA 2500, 2022).
- NFPA 1010 (2024) holds 1001, 1002, 1003 and 1005; 1020 (2025) holds 1021 and 1041; 1750 (2026) holds 1201, 1710, 1720 and 1730; 470 (2022) holds 472, 473 and 1072; 2500 (2022) holds 1670, 1858 and 1983 (NFPA 1010, 2024; NFPA 1020, 2025; NFPA 1750, 2026; NFPA 470, 2022; NFPA 2500, 2022).
- “CSA Z1620” does not exist. The wildland PPE project is CSA Z2031, in development; there is no Z1600 series, only Z1600 plus separate nearby projects (Z1610, Z1630, Z1640) (CSA Z2031, in development).
- ISO 19011:2026 replaced the 2018 edition in May 2026, adding remote auditing guidance (ISO 19011:2026). ISO 9001:2026 published 2026-09-16 (ISO 9001:2026). ISO 45001 revision in ballot 2026, publication expected 2027 (ISO 45001:2018).
- CSA Z45001:19 (R2023) carries Amendment 1:2026 (climate change in context); CAN/CSA-Z1000-14 is withdrawn (CSA Z45001:19/Amd 1:2026; CSA Z1000-14).
- CSA Z94.3:26 superseded Z94.3:20 in July 2026; Z1210:24 and Z1220:24 replaced the 2017 editions, and some jurisdictions have rewritten their first aid rules around them while others still name the 2017 editions (CSA Z94.3:26; CSA Z1210:24; CSA Z1220:24); see J24 First Aid.
- Regulations are reorganized more often than standards. Separate first aid, WHMIS, fall protection, scaffolding and traffic control regulations have been folded into general workplace regulations in some jurisdictions, confined space rules may sit in a different regulation from the one older documents name, and motor vehicle statutes are being replaced by new traffic safety statutes. Cite the current instrument from the jurisdiction’s section of the topic page, never from an older department document: J16 Fall Protection and Rope Access, J17 Confined Space, J21 WHMIS, Hazardous Materials and Asbestos, J30 Emergency Vehicles, Drivers and Licensing, J31 Roadway Incident Scenes.
- NFPA 1550 Annex H keeps the NFPA 1500 self-assessment worksheet as a yes, no, not applicable list with a planned compliance date and no scoring; the package’s three-dimension 0 to 3 scoring is the differentiator (NFPA 1550, 2024; CPSE, 2019).
- CFAI 11th edition applies from spring 2027; the 10th edition runs to summer 2026 (CPSE, 2025).
- Canadian Aviation Regulations Part IX amendments (SOR/2025-70) took effect in stages in 2025; CSA B339-25 took effect under TDG on 2025-08-01 (Canadian Aviation Regulations [CA], 2026; CSA B339-25).
- Owner. The senior officer responsible for health and safety ({{Division Chief, Safety}}) owns this map. The health and safety officer maintains it.
- Annual review. Every October, before the management review, the HSO checks every row of tables (a), (b) and (c), and the department’s jurisdiction pack, against the issuing body’s site and the official consolidation of each statute and regulation, records the check date in the Notes field of the records system, and brings a one-page change summary to Management Review. The JOHSC receives the summary (02 JOHSC Integration).
- Triggers between reviews. A new NFPA or CSA edition in a referenced standard; a gazette notice amending a referenced regulation; a CFAI edition change; a regulator order or bulletin citing a new requirement; any note in the package found citing a withdrawn document (CC 1A.2 asks for exactly this method).
- Propagation. A change here is logged in Corrective Action Register as a document change with an owner and a due date. The owner updates: the jurisdiction’s section of each affected Part 10 topic page (the packs are regenerated from the topic pages; see 00 Jurisdiction Index); the affected programs’ standards and legal basis tables; the audit checklist rows that cite the changed clause; the training materials that quote it. Each affected note’s version and
updateddate change and the change is recorded in 05 Document Control and Records. Nothing in a program is changed by editing the map alone; the map is the index, the programs are the controlled documents. - Verification. The internal audit samples five citations from five programs each year and traces them to this map and to the current edition (01 Audit Program).
- Consolidation: NFPA’s program of merging related standards into one document with a new number; the old numbers are retired and their content lives in the new document (NFPA 1550, 2024).
- Core competency (CC): a CFAI performance indicator that an agency must meet to be accredited (CPSE, 2019).
- Crosswalk: a table showing, for each package element, the clause of each external standard or framework it answers.
- Currency: whether a citation refers to the edition in force on the date of use.
- Edition: the dated version of a standard; NFPA uses the year of issue, CSA the year with a reaffirmation year in brackets, ISO the year.
- Reaffirmation (R20xx): CSA’s confirmation that an edition remains current without technical change.
- Standard of care: the practice a reasonable department in the same circumstances would follow; set by regulation where one exists and by the department’s own adopted standards and benchmarks where none does.
- View Access: CSA Group’s free, read-only browser access to the standards a jurisdiction’s OHS regulations reference (CSA Group, n.d.).
- Withdrawn: a standard the issuing body no longer maintains; it may still be named in a regulation that has not caught up.
